Somewhere between 45 and 50% is where I keep mine till the last 3 days then I raise it a tad, about 53, 55%. When they start to hatch the humidity will go up anyway. Only ducklings need high humidity. Your temp is good for a bator with a fan. If you have a still air the temp should be around 101, but lower your humidity. It's too high to start out with.

And I can do so by just taking water out or should I just let it run out and not put as much next time

If you have one of the styrofoam bators you can just open one of the windows a litle bit for a few hours at a time till it's where it needs to be. If you have a brinsea somebody else will have to chime in. The LG and hovobator I can cover part of the big vent holes on the top or uncover completely according to where I want the humidity. If I put too much which with those it's hard to do I open a window just a little bit till it goes down a few hours at a time.

Ok thanks I've got it down to 55 so far. Well I had it stabilized at 99 and 59 humidity well when I filled it up with eggs I lost my temp naturally and I turned the heat up to get it back up to temp instead of leaving it where it was. So my temp got up to 104 for a bit and I slowly got it back down to 100 I turned it just a tad more im hoping goes to 99 or is it okmto leave it at 100 because you cannot really tell if it's at 99.5 my thermometer only measures in whole numbers. Also do I need to invest in a candler or can I get by without one?
